Is there a way to change a Residential Lot to a Community Lot?
Open up the cheat box (ctrl+shift+C) and type in "changeLotZoning community." That should change it for you. Always make sure you go out to the neighborhood and double check that it changes for you. If it doesn't, go back in and type it in again.
